No, read the Florida Fish and Wildlife commission's website, which I linked, and if you are still confused, call them.

They are the law. Not the ASPCA.

Aren't there laws about cruelty to animals? Seems like decapitating would qualify.

The FWC will give you all the info you need. The ASPCA is not a government organization, not law enforcement, not an authoritative organization on anything but dealing in strays.

I would hate for someone to get terribly bad information, do something stupid, then go to jail.

IF hes shooting them call the police this is dangerous for you & your other neighbors! Otherwise call your local/state F&W & report him! They can assit him in relocating the critters!

Strange neighbor that you have.
I would report him to the places Crazynip is giving you the links.
To me the guy is a sicko...Who knows what he may do to children who might feel tempted to take some of his citrus.

I just decapitated some beautiful mullets this morning. Call the ASPCA.

Repellents and relocating them are usually not very effective.

Relocate where?

Actually, you can trap and kill, but trapping and relocating nuisance wildlife on a different property is in most cases against the law.

From FL Statute 68A-9.010:

Nuisance wildlife may only be released if:
1. The nuisance wildlife is released on the property of the landowner provided the release site and capture site are located on one contiguous piece of property; or
2. The nuisance wildlife is a native species; and
3. The property where the nuisance animal is to be released is located within the county of capture and is a minimum of 40 contiguous acres; and
4. The person releasing the nuisance wildlife is in possession, at time of release, of written permission from the property owner allowing such action.
