The recommended amount of fluoridated toothpaste to use when brushing your teeth is a pea-sized amount on your toothbrush. The amount of fluoride contained in that pea-sized amount of toothpaste used for brushing is equivalant to the amount of fluoride in one glass of fluoridated water. Most people consume more than one glass of water each day. Its used in cooking as well. Fluoride does not evaporate, nor can it be cooked out of whatever you cook. Cooking with it only concentrates it further. Any city that is fluoridated also prepares their processed foods and beverages with their fluoridated tap water. They do not remove the fluoride when making soups, beverages, etc. This fluoride bioaccumulates in your body into old age (like lead).
Dr. P.H. Phillips, biochemist, University of Wisconsin stated,
"Fluoride is an accumulative poison which accumulates in the skeletal structures, including the teeth, when the body is exposed to small daily intakes of this element. ...it is like lead accumulation in the bone until saturation occurs and then lead poisoning sets in.”
According to the Physican's Desk Reference, the mucosal lining inside the mouth has an absorption efficiency of over ninety percent. Because of this, fluoride and other carcinogens can get into your blood, your brain, and your cells in no time at all. Children are being overexposed to fluoride simply from using toothpaste with fluoride. You don't have to drink it in water to ingest it. Fluoride is absorbed through the tissues of the mouth much like sublingual Vitamin B-12, or nitroglycerin tablets for those with heart problems.
The failure to account for inhalation, mucosal, and dermal exposures to fluorides is the most significant flaw in fluoride research. It invalidates all dosage conclusions based solely on ingestion via tap water.

In spite of the fact that an individual lives in a low fluoride community, the risk of fluorosis exists through fluoride consumption in beverages as well as from the water supply and fluoride therapy."

That is your choice. Note the word "choice". When fluoride is put in the tap water, not everyone has a choice to use it, or refuse it. Furthermore, those who don't want it, or don't want to be exposed to it, still have to PAY for it, and then spend more money trying to avoid it... (i.e. reverse osmosis water filter system).
Many countries around the world are skeptical of the benefits of adding fluoride to drinking water. Hereford, Texas was touted as the “town without a toothache” because high levels of natural water fluoride discoloured the townsfolk’s teeth but, we were told, they didn’t have any or few cavities. However, 12 to 14-year-olds living in Hereford, Texas, where the water was naturally fluoridated at 3.1 ppm, 100% had dental fluorosis; but only 38% were caries free, that is, 62% had dental caries.
