Who designs the stores parking lots around Tampa, and decides if the spaces will be diagonal or straight? and establishes the distance between the lanes of parking, and also decides how big the cart return will be? (I know they have a standard size now, or they seem to be, all though the ones at Target are very different than the ones at Publix/Walmart etc.)

Is it each store individually? or the city?

The developer of each individual store. There are no local laws or zoning pertaining to it, other than the requirement of the minimum number of handicapped spaces you can have.

Ohh, ok. So if someone had an idea about improving them, who would they speak with? how do you find out who the developer was?

the homedepot clearwater is so old. makes no sense,,, like something I read recently- they never planned for soe many people!!
