Inner Harbor, as it now exists was developed in the mid 90's and coincided with the development of the new baseball stadium at Camden Yards. Most of the bars, restaurants and other nightlife immediately on the harbor came into being less than 10-15 years ago. During that time, Baltimore has gone through a severe forced gentrification that included demolishing ALL high-rise housing projects and a lot of other low-rise housing projects immediately surrounding downtown. They have a LONG WAY to go, as any visitor will see that there is still literally dozens of square miles of abandoned, burned out rowhouses. Virtually nothing else worth doing in downtown Baltimore. Last time I was there (2009), I made the mistake of walking from the Amtrak station (Penn Station) to inner harbor and back. **** that.

Surrounding areas are still really bad ghetto, much, much worse than anything Tampa has. Baltimore can hardly be considered a success story, as the city has been losing population for decades, since the 1950's it's lost half it's population, and it's still dropping.

It's a ghetto city with zero to offer, but has a nice little area at the inner harbor and parts of Little Italy, and Fells Point.
I agree with this, Downtown Baltimore other than the inner harbor and a couple of blocks on Charles St, is really rough, on a weekday unless there is a game going on, the place is deserted Inner Harbor included. The light rail is awesome though $1.75 gets you from the airport terminal to the Convention Center Area, when I travel there I don't even rent a car anymore.
