Its a people problem, not a geographical one. As Algia says a lot of bad drivers out there. I cant come close to agreeing that "almost 99.9%" are doing something but driving, but of course everyone gets distracted at one time or another to tune the radio, pick up a dropped item, etc. Those minor distractions are certainly causes of accidents.

Find me the city or town that has such great drivers where there are not accidents, nobody cuts off another driver, nobody turns left in front of you when there are no cars for 100s of yards behind you, etc etc. Where is this place where all the great drivers are born and raised?

I do agree with Algia as to the point of schools being required before a license is issued, not after
the moving violation happens.
The point is not to compete with other countries and their bad drivers! The point is that "driving" a car is dangerous, and people are increasing that by not taking it seriously. Driving is a privilege not a right! BTW if you think the US is bad, you've never been to Turkey! Do THAT...then complain about our traffic here.

The point is moving forward, getting BETTER AT SOMETHING, and not sit on the couch going: "ohh, others have bad drivers too"!

I agree in the sense that the sample stats you mentioned is consistent with the underlying population. I can't find a recent study but one from 8 year ago suggest that we had about 5% snow birds and if we assume that population double along that of Florida, then that makes the snow bird population 10% at this time of the year. So, you would expect 9 out 10 of those cutting you off will have a Florida plate .
