Yes, they might. I'd recommend people stay off the main roads to be safer. The only place I would ride a bike would be the Pinellas Trail.

Walkable (sidewalks & proximity), but biking's not something I'd do in the immediate downtown -- you could, but there are 1-way streets all over the place confusing tourist drivers not paying attention, cars pulling into parking spots of all the shops & venues, pedestrians everywhere & so on, biking's just not all that great -- nearby ok, but in the heart of it all, be careful. You mentioned 9th St as the west boundary -- that's near the stadium, in case you are into sports, the sports bar scene, etc. On the east boundary, catching the sunrise overlooking the Bay by the Vinoy is a pleasant way to start the day. One place I haven't seen mentioned on this Forum but that is in this area is the Florida Holocaust Museum on 5th St and 1st Ave S -- highly recommend. In addition to the drug/crime areas to the immediate south of that area, there is some older transient apartment housing in the area, but somehow it blends in & overall doesn't look so bad. There are intermediate-priced apartments & mid-to-high-priced condos. Good area imo.

You could expand your area criteria up to the Crescent lake area or the southern parts of the Old Northeast section and still be in walking distance of downtown..
