Too many variables to be conclusive. Are you in a development? Are there other homes experiencing the same symptoms? Why is one side of the home wet and the other side dry? Frame home or masonry? single story 2 story. Retention ponds nearby? Pictures...
The building boom produced some shoddy construction practices. Besides sinkholes, the area is being inundated with stucco installation problems. At the very least you are going to need some stucco repairs. Doesn't sound like a coat of paint is going to fix this.

One of the problems with the Florida building code is that only a 8"x16" footer is required. Most building lots need some fill and the trench for the footer is not compacted. When you have a few tons of wall and roof sitting on it, there will eventually be settling, sink holes or no sink holes. My area has had zero sinkholes but just about every house in my sub-division has stair step stress cracks.
btw- My insurance company dumped me and 8000 other policy holders, no longer doing business in Florida because they paid out $29 million in sink hole claims, most of them in Pasco and Hernando Counties.
