It is a terrible idea that just puts burdens on businesses. Bars will still stay open until 3 am.

That's pretty dumb. There should not be a time restriction. Freedom inconveniences people and so we restrict it?

MAYOR where are you?? do not let them do this- it will kill the new brood coming in- they want entertainment!!,,,maybe this is the point! to keep the new younger generation from coming here and changing things

I see two impacts of this law. To put it delicately,

1. Some areas of Tampa will be red-lined (intentionally or not) and establishments in those neighborhoods will not be granted 3 am licenses. You will hear all kinds of race-based hand-wringing about this from the usual loudmouths.

2. Those patrons will be heading to other establishments that were not previously associated with this type of clientele.

This should get interesting.

Luckily, any establishment can deny service if they choose. If they don't want shady looking characters coming in, they don't have to let them in.
