We haven't had any insurance included in the HOA fees where we've owned. That would help. I'm wondering how much the insurance would cost us directly on the beach , a 2/2 Indian rocks condo000 older unit.

I've looked at nearly every building up and down st pete beach and some on TI, plus two that were still St Pete Beach but not actual beach front. I have not found any condo association fee lower than $390/mo and some nearly $900/mo (included tennis courts, club house, gym, real parking garage, etc). If you don't want to be right on the beach, there's a few options in Pasadena before coming across to SPB, and there's a few on the intercoastal side at the tip of Blind Pass Road in SPB right before the bridge that crosses into TI. Those would give you water views and water sounds with a slightly lower price point than right on the sand, and you're only a five minute cab ride from SPB or potentially a walk to TI beaches and Caddy's Beach Bar.

Typically condo assoc's pick up the flood coverage for the common areas and possibly the ground floor units if there are such units, and liability and wind coverage for common areas throughout the rest of the building(s), but I've never seen then pick up homeowners coverage for inside the units since everyone's going to need different coverage amounts and choices of liability limits, etc.
