Medicaid expansion has EVERYTHING to do with Obamacare and the idiots in Tallahassee. Because of Scott's and the legislature's petty political motives, they opted out of Medicaid at the time of Obamacare's enactment. These states were warned by NON-partisan groups that this idiotic move would result in higher premiums:

Exactly that is one of the occasions out of many where he was selling his new law and plan... and of course that is part why people are so sick and tired of all the hot air promises that we never got and instead got to pay more and more and getting less.

You do realize that someone has to be fiscally responsible. The states have to have a balanced budget where the feds don't. True the states would have gotten matching funds for a couple of years (by the federal government borrowing at a rate of 40% to 50%) After that the states are left holding the bag.
