H1B Visa is an interesting mess that has proliferated.

Tampa is #4 on the “Hottest Visa Job Locations” behind NY, Long Island, and Irving.
Tampa is #28 on the 2019 H1B list with 3,809 approved with average salary of $79,772
CitiCorp has only 60 of those.
Infosys leads the H1B charge in Tampa with 422 visas

Click on any of the Tampa employers in the link below and view the jobs. It is amazing that we can not support these positions with American citizens.
Even USF has to hire outside workers!
