Thank you all. It saddens me deeply that the area most affordable to our budget is so plagued with nonsense. We really need to move to Florida, so it is back to the drawing board for us. Feel free to throw out other towns or areas. We are open to anything at this point.

Again,East Pasco budget and family friendly...what you are looking for does exist just not in West Pasco!

OP, you did not mention whether you will need jobs? Because tht will be factor in where you live. I am going to suggest you forget the coasts and go inland - Lakeland. I used to live there, many beautiful nice parts, southside is best in general, for living and schools. There is a Carlton Arms there you can check out.

Many other apartments as well. And rents are usually much more reasonable than the coastal cities. I used to live in Lakeland and loved it. There are so many lakes it almost feels coastal. Beautiful community parks, more than any other city I have lived in (and I currently live in Sarasota/Bradenton area) Overall a more affordable cost of living, and not so touristy. I would give it a look.

That's (Lakeland) where I moved to from Tampa. I like it here much better but its becoming too populated as well.

Thank you all. I will get a map of Pasco and check into Lakeland. My husband is retired and I'm a homemaker, so jobs aren't a factor for us.

Lakeland is in Polk county east of Tampa and is better than west PASCO. At least you will get more rain in the summer living in Lakeland.
