This new creepy neighbor that moved in from California. Has been always staying and sitting by his window day/night. Now he has a security camera facing the window while he sits there all the time staring outside. It's really disturbing and awkward behavior. Also, he has had his California license plate for over a month now and doesn't have a Florida one. He keeps his blinds open 24/7

Maybe he is sick, Covid-19, or otherwise and cannot go outside much or at all and simply wants to see the outside. Never assume, as we have no idea what someone else may be dealing with.
