We will be traveling down to Tampa in about a week to check out these specific areas and I wanted to get some opinions if each:

Seminole
New Port Richey

We plan to visit the schools, but besides that can anyone tell me the best places to go to really get a feel for each area? Are there good and bad areas and what neighborhoods are the best places to live? What kind of enviorment can we expect from each area and what are the opinions of the schools?
In addition to these areas, we will be visiting other places around Jacksonville and Orlando so we will not have much time. If anyone can give me their opinions/advice I would very much appreciate it. Thanks

New Port Richey & Seminole I was never fond of, I am not sure why. I really enjoy Orlando. Jacksonville I can't stand. It's a stinky city and cold during the winter, spread out, and not to my liking.

New Port Richey is an area that is pretty OK, not very thrilling, but OK REasonable to cheap housing, not sure on schools, neither good nor bad I think.
Seminole is a settled suburban type of area, but v close to the beaches so good for that aspect with young children. They have sought after schools, reasonable housing, low crime and good access to most of the county of Pinellas. Jax and Orlando are huge and whereas you have mentioned specific locations with Seminole and NPR, you can't generalize about either of those two huge connurbations. Good and bad in both, hate the traffic through Orl and Jax but if you live and school and work in one area its probably ok too.

Seminole is very nice and minutes from the beach, the only negative is hurricanes, next to crappy Pinellas Park, and and a feeling of being trapped.

The biggest negative is the area is full of wasp gang members who will shoot first and accept the consequences later.
