My sister and I moved our mother from an assisted living facility in NY last April to my sister's house in St. Pete. Since then we have been trying to get her a Florida ID because this is now her permanent residence, but have been having a hard time due to an unrecorded first name change in 1949 (she went from Elisabeth to Lisa, and they refuse to go forward with an id card until we have it legally changed...) Anyway, when she first got her, my sister got her a voter registration card (and she has voted) as well as a library card, so she had some governmental id. My question is: is this enough to prove that she has been a resident since April of 2009, or will she only be considered a legal resident once we get the Florida ID? Any information would be very helpful and appreciated!

Getting a license is Florida is a PITA. I have an eye condition. I had an eye doctor sign off saying I'm ok to drive, and the twit behind the counter wanted to use her personal judgment.

"I'm sorry, what's your job again? Ok, stick to it."

The FL ID card is more for your convenience so you have a picture ID in order to cash checks for example. If you feel they are wrong.. call the main office and ask to speak to the district manager. I have to agree with MA here, many times ppl just state what they think is the rule.
