Well.... Quite a bit of rural USA has no access to Internet.
Not profitable enough (for USA companies) to wire the infrastructure.
Google and Facebook have subsidized foreign countries efforts in wiring remote areas.
None of my (3) USA locations has internet available (Except pay-per-byte dial-up). When the 50 yo wires are not being munched on by mice and other vermin.
