If it sounds like a duck , it is probably a duck. Too bad the teachers in Arizona are asked to be competent in their subject area. These teacher's should move to California or New York where school district's must keep incompetant teacher's due to the union and tenure laws.

I was just kidding. We have tenure laws in PA too. But we also have federal laws like NCLB which superrrrrceeeeede them with something called "Highly Qualified." We lost a special ed supervisor some time ago because they we're NOT highly qualified in special ed supervision, the only job in PA which an administrative certificate doesn't also make you "NCLB highly qualified."
