I echo the Memphis suggestion. It's "liberal" in the sense that it consistently votes for one of the farthest-left leaning representatives to the US Congress, Steve Cohen (D-TN9). It's sort of an oddity as his largely black district tends to be moderate Democrat (a shrinking portion of the party), like Cohen's predecessor Harold Ford Jr. The leading black citizens in his district tend to hew conservative on social issues, but liberal on government regulation and welfare matters. It was a bit of an unexpected outcome when Cohen went for Ford's seat when the latter ran for the US Senate post being vacated by Fred Thompson in 2006.Black Tennesseans simply never cross-over to vote GOP. So Cohen has held that post ever since.

The reason I suggest Memphis is your budget. Oddly, you might have noticed this too... but places where elected officials are quite liberal tend to be places that regular folks simply cannot afford. There are several salient reasons for that, but you can imagine what many of them are (bloated budgets, higher taxes, development restrictions, etc.). Nashville is like that. Your budget simply would not get you anything nice in convenient locations in Nashville city proper. Nashville is very spread out too. Memphis is a bit more compact, although it has a legacy as a larger city.

Back to the subject at hand. A liberal person will find welcoming churches in Knoxville but they will have to do some research.
My mother in law is very leftist, and she's a regular member of her Presbyterian church. She must correct me from time to time as she proudly distinguishes her Presbyterian Church USA (PC-USA) from the Presbyterian Church of America (PCA) sects of the denomination. Apparently, PC-USA is very liberal (gay pastors, gay marriage, divesting in Israel, etc.) and PCA is moderate, middle-of-the-road.
