Social Security is federal, even SSDI. Whatever a person is awarded is based on the amount allowed by SS and the amount the person has paid into it, it doesn't change when one moves to another state. The only time it changes is an additional income is produced and one goes over the allowed monthly amount.
I have never heard of IND, so have no info on that. Questions regarding any SS income are best answered by ones local SS office.

It depends. If they're on SSDI then that's completely federal and won't be affected. If they're on SSI (became disabled without enough worktime in the system to qualify for full SSDI) then that is supplemented by some states and not by others. Ohio offers supplements which, depending on situation, may be over $1000 a month. Tennessee does not supplement.
