a couple people waved to me recently when I was cruising the back roads around Maxwell,Martindale and Lockhart,TX, I hadnt see it in a while but I use to see it pretty often in Eastern NM. I've never seen anyone wave in a city or even a decent sized town though, mostly just on rural roads. I usually pull over to let cars go by when Im just cruising on country roads.

Every place I've ever been to always has signs and laws about not driving on the shoulder except for emergencies, so I always follow that.

It is legal to pass on the shoulder if the vehicle you're passing is slowed or stopped to make a left turn. That's assuming you're on a 2-lane road. Any other time and it's illegal.

shoulder does not apply to:
(1) an authorized emergency vehicle responding to a
call;
(2) a police patrol; or
(3) a bicycle.

great, but I never will drive on the shoulder unless it's for an emergency vehicle to pass.
