Uh, I don't know, maybe because the Carnegie Foundation moved Houston up to its highest ranking, tier one. That could be it...

there are a hundred different ways to compare them, but let's look at just two of the most important: US News and World Report undergrad rankings (mostly a measure of undergrad student quality) and research expenditures.

It's not that UH is a major research institution, either. Research expenditures for 2009:

A&M: $581 million
UT: $535 million
TTU: $88 million
UTD: $82 million
UH: $81 million

In fact UT Dallas and Texas tech both should probably be "Tier 1" before UH, given that things like average SAT/ACT scores and graduation rates at UH are significantly lower than at UTD and TTU.

Disagree here, especially considering UH's grad programs are better than these two. US News has gotten some heat for the way they do their rankings though, so I would definitely NOT call them the best. The universities rank each other on US News. And really, it's the state of Texas' fault for not placing a higher priority in education. California kicks Texas' butt in every which way, as far as education goes (they have higher SAT scores for high school students and their universities are much, MUCH, better overall).

Looks like UTD has an advantage to me...

US News 2011 overall engineering rankings:

UTD - #70
UH - #78
TTU - #95

MBA:

UTD - #40
UH - #94
TTU - not ranked

Law:

UTD - no program
UH - #56
TTU - #115

Computer Science:

UTD - #79
UH - #110
TTU - #121

Biological/biomedical sciences:

UTD - #130
UH - #160
TTU - #195

The universities rank each other based on prestige, and that is only a fraction of the overall ranking. By far the largest component of the ranking are wholly objective student body quality measures like SAT scores, graduation rates, retention rates, etc., which is why UH fares so poorly (its 6-year graduation rate is less than half - yes, HALF - that of UT's). No ranking system is without its flaws but US News is undeniably the "crown jewel" of university rankings. Most other ranking systems like Forbes and Washington Monthly - which include totally irrelevant information like enrollment in the Peace Corps and student debt load - are an utter joke compared to US News, period.

What does California have to do with this, anyway? We are talking about Texas universities here, not California's.
