Where in the World is Rick Perry?

Ok, ok,
he can go to China for a year if he wants to.

But how can he spend 99% of the time outside of Texas and still get paid as Texas governor???

Because he is the governor regardless of his location, he was legitimately elected by the people, he can still conduct state buisness while campaigning for another office. Any myriad of reasons really.

There is no law that says a politician has to give up his elected position while running for another office. Frankly, the governor of Texas is one of the weakest elected officials in America, and there is not that much he does to steer the state, either from Austin or the campaign trail. The majority of Texas buisness is conducted by the legislator.

SOP--very rarely will you find any politician who will give up his current job/pay while he is running for office. I'm pretty sure it's across party lines. Wasn't Obama a Senator while he campaigned just like McCain, Clinton, gov's Clinton, Bush, Huntsman, Carter... There was one who said he was quitting not too long ago but I think he was convinced to stay in Congress. I can't recall who at this point. On that point the sitting president that runs for re-election is pretty busy campaigning. Not exactly the best plan but I'm not sure how it could change.

Texas doesn't conduct congressional business through out the year and has already concluded for the year. Rick Perry can do everything else with a cell phone and a laptop.

IIRC, he wasn't even in Texas when he signed the big batch of bills that the legislature passed in June.

In addition to his salary, Texas is still paying over $10,000 a month rental on the "temporary" mansion that he has used for over two years.
