I would go to Austin where your friend is. They have a good nightlife and there are lakes instead of beaches.

Houston traffic sux but it does have the roadways to support it more so than Austin. Austin outgrew itself in the 80's and 90's. Also Houston to Galveston is NOT 1.5 hours ... more like 45 minutes.

Dallas is a good city to live in and has a large IT job base. Everything from business analyst to Level 3 microsoft support professional. Houston isnt as bad traffic wise as some have told you and is also a great city to live in for a change in pace. Its economy is booming with the oil business going strong. Many canadians in Houston too with the oil connections to Canada.
