It would be incorrect to say "white people just don't get into trouble eh" since clearly they do, they make up 30.28% of the prison population. But it is also clear they are not as likely to get into trouble as some other ethnic groups.
Statistically and sociologically speaking, whites are more likely to commit white-collar crime (fraud, tax evasion, etc.) and have the ability to pay for better legal representation than blacks or Latinos, so they tend to receive shorter sentences, have their charges reduced more often, etc. That's part of the reason they make up a disproportionate number of prison population as compared to their statewide population.
