Here are the websites for each city you listed.

City of Bedford
http://www.ci.bedford.tx.us/

Garland Chamber of Commerce
http://www.garlandchamber.com/

City of Garland
http://www.ci.garland.tx.us/Home

In comparison, there is none. Seriously, Bedford is a speck in the road compared to Garland. Bedford is sandwiched between other cities in the HEB area (Hurst-Euless-Bedford) located in what is called the mid-cities. Hwy 183 aka Airport Freeway goes thru the south side of town. It is more of a bedroom community w/ some retail. Not much growth as it is surrounded by other cities.

Garland is a large city that is located in the metroplex of Dallas. Still growing as it does have land to develop. It also has lots of land that is located in nature preserves so there are plenty of wide open spaces w/ lots of trees.

If your looking at being able to work in the same city/town that you live in that your child will also be attending schools, where you will attend church, etc, if you had to only pick between these two, Garland. I can give you other options besides that that are better suited for what you have listed than Bedford.
