Could be a midge...

I learned about these things when we were in Michigan this past June. What I though were swarms of Mosquitoes in Mackinaw City, were actually midges I was told by a waiter in a restaurant when I asked about them. (We ran into the restaurant!) Looked similar, but harmless and darker color. However, we were also told that mosquitoes often "traveled" with them in their swarms.

The insect in my pic is a midge but the OP's is a small wasp. You can see the narrow waist and abdomen behind the wing
