According to Weather Underground, Ozona, Texas got up to 86 degrees on February 21, 1976 and 85 on February 15, 1979. WU tends to be a little off, so it probably did get up to 90 on either or both days. I didn't even exist back then so I can't say for sure

It also can vary depending on location, even in the same area.

I HATE temperatures that hot in WINTER. It should be illegal!!

Ok, somewhere in Texas in a window or sidewalk bank thermometer it certainly could show 90 in February, as today the bank type thermometers are reading way to high because even if there are in the shade the temps are reflecting concrete and asphalt generating heat. Just not official readings. Of course every 30, 40, 50 years we can have extremes.

Austin got up to 99 in February 1996, at the official NWS site...no bank thermometer. That was just stupid for February. I like the cold, it serves a purpose. So far it seems November was December and December is November.
