Dallas has the best mass transit in Texas - really the only system in Texas worth calling mass transit, though nothing like any major east coast city, and Dallas is not very compact aside from its immediate downtown.

Central Austin is relatively compact, in terms of having a wide variety of amenities in walking distance, but its actual mass transit is weak, aside from a couple of light rail commuter lines to suburbs.

Other Texas cities just have lackluster bus service and, aside from maybe San Antonio, are far too spread out to offer a pedestrian friendly core with a range of shopping, dining, and housing. El Paso has a compact, pedestrian oriented downtown that is really developing nicely, but has a way to go in terms of providing a complete set of amenities for downtown living; and mass transit is limited to daytime buses. Houston obviously has a major downtown and multiple business districts, but I don't know if it is very walkable and compact for downtown life - or has a very user friendly transit system.

No car in Texas? Really... ?

The best place to live in Texas without a car would be Denton cause if you live in Denton, there's no place to go.
