Now I keep hearing that San Antonio has just as nice of scenery and sometimes better hill country scenery than Austin. Is that true?

Seen both and I have to say one is not better than the other. You need to pick the city that best fits you, that's really what it boils down to. I simply answered the "urban sprawl into the hills" question you posed. San Antonio has more of that currently.
