I've lived in both Dallas and Houston(lived in Houston the longest) and i'm originally from East Texas and I can tell you that is the farthest from the truth. Since I've lived in Houston I rarely hear people on average bring up Dallas unless people are talking about the Cowboys. Of course I've heard a few negative remarks from both Dallasites and Houstonians over the years but from my time living in both, both cities are way too busy to even care. As far as Dallas seeing Atlanta and Chicago as rivals that's very laughable. I'm pretty sure most residents from those cities would even notice their in a rivalry with Dallas. Funny thing though, when I went to the All Star Game in Dallas years back when it was snowing and it was a big mess when it came to the events, I remember running into a group of Atlanta people who had nothing but negative things to say about Dallas. Saying how dead nightlife is for a city it's size and even suggesting that even though DFW is a bigger city it feels like a baby Atlanta.

Also I find it funny that me being from East Texas, I always noticed that East Texans who moved to DFW would pick up some nasty habits. In my experiences I notice East Texans/DFW transplants will say more negative things about Houston then East Texan/Houston transplants. I just always thought that was funny.

Skyline is subjective... but many think Houston's is nicer. Same for architecture.

Arts/culture, by most accounts, Houston is a bit ahead.
Same for the food scene in general.

Well, I've lived in Atlanta and can say that is about the furthest thing from the truth. Dallas is the larger and more bustling city if the two, without question.
