Not really. Drought is a departure from normal rainfall. West Texas has been rainy lately by its own standards. Last week I went up to the Buffalo Trails Scout Ranch near Ft. Davis and everything was green and all the streams were flowing.

Two weeks ago, Texas was more red and deep red with some brown spatches. Now, they are gone again as if a drought never happened between late May and Mid October.
