And you're leaving out the most important part...everyone was literally paranoid after what had just happened to New Orleans during Katrina a measly 3 weeks earlier. You can't count that out.
The Houston Galveston area has a very well thought out evacuation plan. Coastal Areas vulnerable to storm surge do evacuate. The vast majority of the Houston MSA should shelter in place. If that plan had been adhered to the disaster that was the Rita evacuation, which killed as many if not more than the Hurricane would have had it hit, would never had happened.

There's a reason Houston is 50 something miles inland. Houston has natural defenses to Hurricanes. when people panic , like they did with Rita that impedes those who need to evacuate from being able to do so, thus increasing the danger for everybody. People who advocate that Houston should evacuate, like our Governor during Harvey, in the face of major hurricanes, are contributing to this sense of panic and are thus making matters worse.

Only morons and landlocked Texans would advocate such drastic courses of actions , like evacuating the whole Houston MSA, and only the morons have a legitimate excuse for their ignorance.

Texas is lucky to have two world class cities. Only other state is California.

Agreed. I'm not really sure what defines world class, but I'd also add we are just as lucky to have Fort Worth, Austin, and San Antonio in our state, and we'll be even more lucky whenever we get something like the HSR to connect our great cities.
