Which city/county in Texas would have the highest rate, not number, of convicted felons who are out of prisons? People on parole/probation?

I would bet Ector and Howard Counties and Huntsville would be likely candidates.Just guesses off the top of my head.Mitchell County too maybe.Lockhart also since there's a prison there as well.

Page 51 will get you closer to what you are looking for fiscal year 2018, they give you whole numbers so one would have to do the math to get the rate. I suppose the denominator would be the County Population? This would of course only be a subset of what you are after since these would be convicted felons released to Parole Supervision in a given year and it sounds like you want all time.

One could also go through each report year by year, but convicts might be counted twice that way if they recidivate.

Looks like Harris County (Houston) is going to have the most since it is also the state's most populated county. You woudl have to do the math to figure out the rate.

Probably Ft Worth because the homeowners in Dallas and surrounding suburbs presssure like hell to keep out all the sex offenders and rooming houses.

the poster asked for the rate not the raw number.

Texas has 254 counties so I only did the top 20.

McLennan County (Waco) for some reason, has a much higher parolee rate per 1000 than other large counties followed by Galveston and then Lubbock.

^^ I should have said, I did the 20 largest counties and then provided their rates. There may be other smaller Texas counties out there with higher parolee rates for 2018.

I am curious as to why Waco's rate is so much higher than other large Texas counties.
