Probably a direct result of the incident in Houston where the pregnant female was ticketed in the HOV.

It is good that government is being consistent with this legal premise in this state. Can't argue with that.

The legislature is not in session. This is just another of the hundreds of proposed bills legislators throw out for public consumption. When the legislature convenes, over 90% of these proposals will never see the light of day.
