Yeah from what I've seen in the past they usually don't light up the whole building while testing is taking place till the day it's set to be unveiled. I remember they did this to the Omni, Reunion Tower, and another building in Uptown.

Are you talking about Hunt Oil Building on the Klyde Warren Park in downtown?

The only buildings in Uptown with LEDs are the Azure and Cirque as far as I'm aware.

Heres some renderings of another new tower scheduled to go up in downtown Houston (Hilcorp Tower), where the former Macys was. 346' tall.. 2014 is sure to be a busy year.
