More like an act of Dick Cheney, its now coming out that oil companies in the Gulf of Mexico were excused from installing fail safes on their rigs in 2003 that would have prevented this because it would have increased their costs. Remote fail safes to prevent this sort of thing are installed on rigs all over Europe, including on BP rigs in the North Sea.

Its obvious that the fail safes in deep sea drilling are inadequate all rigs are going to have to be fitted with new equipment before they can drill.
