I think SF will just do fine. People are moving there like it's the only city on this planet. Another improvement will be SF's future connectivity with rest of Cali, the opening of the nation's first high speed rail hub in downtown SF that will connect it seamlessly to LA. I just wish Toronto/Canada could get its acts together and revamp VIA Rail into something that actually resembles a 21st century rail service.
The high speed train you are referring to is highly controversial with the Majority of Californians opposed to it. There are 6 airports in Southern California with frequent non-stop air service to San Francisco, San Jose, and Oakland.
It is not considered proper etiquette to refer to California as "Cali". That is as bad as referring to San Francisco as "Frisco" which is a city in Texas. Cali is a city in Colombia SA.

The population doesn't make it any better. The fact is that San Francisco is very unique in a beautiful setting. Toronto is just a big city with nothing very attractive about it. If I want a big city, I will go to New York city which is a great place to visit. We visit Manhattan every summer.
