Shooting in Parkdale (area, to work, police)

On Thursday, a 20-yr old man was shot in the leg in Parkdale in an area where another man was killed exactly two years ago.

Neither the shooting survivor or others who fled the scene will cooperate with police.

What kind of person gets shot by someone and won't cooperate with police in apprehending the person who did it?

I'd like to see the police immediately close investigations where the victim refuses to work with them. Time to shift resources to helping people who actually want the police.
