We know about sequestration cuts affecting CBP, Pearson's website assures the passengers are queued according to flight schedule and those who board first are given priority while those who have flights later wait at special designated waiting areas. They advise to arrive at least 2 hours before flight, but this is normal standard for all international flights and if US-pre-clearance is very slow it may not be enough time.
I heard once you pass it, the security line moves fast. I expect it to move 1 hour at worst but I could be wrong. I will be taking flight after 8 pm which shouldn't be a very busy period.
I have flown many times to the US and it can be completely unpredictable.
On the good days, there is no lines and you get through within 5 minutes. Last time I took it, I arrived more than an hour early but almost missed my flight. I was literally the last person to board and I was completely out of breath because of the running.
2 hours is not necessary in 99% of the case. 1.5 hours should be pretty safe.
In general and If at all possible (regardless of sequestration etc) avoid travelling during peak transborder departure times.. That means if you can avoid morning travel up to about 10 am do that (sure its nice to get to your destination earlier but you're in the crowds with everyone else who wants to as well)! I find best time range is 10am - 3pm (things heat up again after 3pm) is the golden range where it isn't too busy - but if something happens to your flight you can still be re-routed same day. In your case - agreed after 8pm shouldn't be too bad but remember if anything happens to your flight it is most likely a cancelled flight until the next day!
