Last time I was in Toronto numerous people walked by me on Yonge St with a joint hanging out of their mouth. No joke. Maybe thats why their crime rate is lower than most...

The US has 5% of the world's population but 25% of the world's incarcerated population. But we still have a ways to go before we lock up every recreational pot smoker.

Strange. Late one night I stopped by a Timmy's for a double-double. This one was in a safe part of North York. I saw 4 of Toronto's finest in line in front of me in bullet proof vests and guns.. I remember thinking.. this is not the Canada I knew as a kid! Perhaps police visibility?

I'm confused about what you found strange?

Four cops in a donut shop?

Cops wearing body armour?

Cops carrying guns?

Cops in a donut shop is the absolute stereotype, isn't it?

I'd love to a jurisdiction in the Western hemisphere in which cops don't wear body armour for their own personal security.

Toronto cops have been armed for at least 50 years.

There are lots of places where cops don't wear body armor even here in the shoot-em-up USA, much less in less gun-saturated countries. There are quite a few European nations where most cops don't even carry guns.

I think the Royal Newfoundland Constabulary were/are the last unarmed police force in Canada. Though a lot of the policy work in that province is carried out by the RCMP, who are armed and do wear body armour even in rural areas of Canada.

I have travelled across most of Canada and all of the cops I have seen in recent years were armed and wore body armour.

And European countries with unarmed cops would be quite rare. Ireland? Norway? And even there, it would depend on their duties.

Most European cops I have seen actually carry somewhat heavier *artillery* than Canadian ones do.

Here are two good reasons for the lower crime.

1. Very strict gun controls. You need a permit to even buy ammo.

2. Social structure. There is more social assistance, and of course higher taxes to pay for that asssistance.

In America you can purchase a gun at a walmart, in Canada it's really strict and close to impossible to get one. (legally...)

Strict gun laws. Most people in the city that are shooting at each other had to get a way to bring one illegally from the States. If we were able to buy them at a local store then that would be a different story.
