I think the bulb-check is a minor error-code that would not make you fail.
The emissions-related code is going have to be cleared, a complete emissions drive-cycle completed so that all your monitors have been run, and the error-code does not show-up again.
Turn the key to ON and don't start the car. ALL of the illumination lights in the dash should come on. Does the check engine light come on? I'm guessing by your post...it doesn't.
The fix? Hopefully a 1999 was still using a bulb. Could just be a burned out bulb (most likely) or something in the wiring (PITA to chase down). You'll have to pull the cluster out to inspect this.
P0401 is EGR valve flow insufficient. I would pull the valve, clean the hell out of it (they tend to clog up) and reset the code and see if it comes back or the monitors all reset. If it returns, i'd then replace the valve.
Would help you determine whether it is the EGR or the VCV.. Commonly it's the VCV with Camrys.
The VCV is about $40 while the EGR is more in the $60 to $80 range.. So, they're not horribly expensive, and not difficult for a DIY job.. But, I think they're a little too much to be loaded into the parts cannon.
As for the SES light not coming on.. I guess since you had it inspected last year and it passsed.. I was starting to think that whoever sold you the vehicle disabled the light. But, if it passed last year, that's unlikely.
