This is under the front passenger wheel for the rav4. There is no longer a plastic covering and the fluid tank is exposed. Can I keep driving without fixing it?

Once the blinker fluid tank is exposed to sunlight, the car is totaled.

Probably $100-200 unless there are complications or damages not visible. If that's it, fix it. It looks shoddy as hell.

To the OP: going to dealer would probably be $200-$400 for the plastic wheel well liner and clips. If the car is more than 2 years old, I would look on eBay or an online junkyard to get the part for a fraction of the price. Did you lose the piece while getting service, did it get damaged/stolen, or did you buy the car that way? It looks like you might be missing the underside cowling as well.

As with most physical damage to vehicles, you must cough up the repair money sooner or later . . .

Either now while you are able to enjoy the repaired vehicle or in the future (either the repairs or via a reduced value) when you decide to part with it and move on.

Nope, you forgot option #3: Drive that vehicle into the ground. If it's no longer running at that point, repairing it will make no difference to its salvage value. If it's still running but just old as dirt, the only value will be in whether it runs or not, not in anything cosmetic.
