I get a sense that the structures are for tourists use, not local residents. It's too washed out to be able to tell if there is any shoreline in the background, so I can't judge the size of the body of water.

It is a river, and yes, it is for tourists

Is it Brazil? It doesn't look like an Amazonian environment, but maybe some backwater near the coast.
