Looks like the corner of Nicollet Ave and Burnsville Pkwy, near Burnsville, MN taken up the block with a telephoto lens.
That would be Minneapolis in the background, across the river.

Central City is located in the Rocky Mountains at an elevation of 8,490 feet, just 35 miles west of Denver.
