Yes the fountain was created in honor of an event celebrated all over Europe, and much of the Americas.
However this town seems to take it to some extreme

It also looks very German to me. It looks like an official building, maybe school, library, City Hall, military headquarter. For some reason, it looks very familiar. That's why I think it is in Germany.
