You've overestimated Biggs' population by about 100 times--it's population in 2000 was only 50...
Wow, you sure brought some names out that I haven't heard in years (Wyeth, etc.)...and you're right, the dam is Bonneville.
If you picked up fries in Hermiston or Boardman, you were close to me...in fact, I may have helped put your truck out when it caught fire! (I was on the local FD.) French fry trucks make the best smelling fires...

Well, I never caught fire, (at least, not in Hermiston), but I was through there many times back before they built the interstate coming down from Umatilla.
I never realized Biggs was so small. It looks bigger with that collection of motels and restaurants up on the hill overlooking the river. In fact, there used to be a restaurant there which had dining room from which you could watch the barges passing by down below and I stopped there fairly regularly just for the view.
That's a fascinating and beautiful part of the country. I haven't been up there now in probably 15 years and really need to go back.
I spotted the sign that says "ceramique" and started looking at french speaking islands off of Africa.
Boy, you've got better eyes than me! I saw that sign too and though it might be significant, but I just couldn't make it out.
