Airtran says that as of 3/1 the measurements of a personal item(that goes under your seat during take off and landing) cannot exceed certain measurements(see link below). they total up to 38.5 inches
the new bag i have totals to the same but it's hard to know what is considered length and height

Your item is three-dimensional. Set it on a table any way you like, and measure its length, its width, and its height, at the greatest extremity of each. Of those three numbers, ignore the middle one and add the largest and smallest. That will have to be within 38.5 inches.
Lets say the three dimensions are 26, 17 and 11. 26+11=37, so it is acceptable.

Just go to whatever store and look for the biggest bag. Then look for a tag that says "approved for carry-on on most airlines" or whatever it says. That's how I did it. They never check the actual measurements unless you show up with one you would fit in yourself standing up straight. You can also put it in the overhead bin ( as noted on their website). I do not think mine would fit under the seat, nor would most people their carry-ons, from what I've seen.
From American Air site and it is typical for most airlines. Seems clear, the measurement is the sum of the three dimensions.
You can carry on one small bag plus one personal item per passenger as long as the carry-on bag fits comfortably in the sizer without being forced and does not exceed overall dimensions of 45 inches (length + width + height).
The maximum dimensions cannot exceed any of the following measurements: 22" long x 14" wide x 9" tall or 114cm (56 x 35 x 23 cm). All carry-on items should be stowed in an overhead bin.
Personal item - includes: purse, briefcase, laptop bag OR a similar item such as a tote that does not exceed 36 inches( length+width+height) and must fit under the seat in front of you.
When in doubt, gate check it. It'll be waiting for you when you get to the door.
