Plenty of accessible mass transit in Portland. (direct from Airport). You can also find rides / buses to the Columbia gorge and Oregon beach. (Or rent a $9/day weekend rate 'enterprise' car). I get cars on Hotwire and PL for $5 > $12 / day.

That's a good deal on car rentals but that isn't an option as I don't drive. Has to be mass transit and walking.

Never been to Lake Tahoe but recently spoke to someone who lives there and they said there isn't much mass transit available. I'll have to save that trip when I can go with someone who drives.
