In general, teh fees and taxes at off-airport locations are a fraction of those at the airports.
My job has me renting cars quite often. I have yet to rent from Hertz as they never seem to be anywhere near the cheapest in price. Unfortunatly I usually have to rent from the airport locations. Until this year I also always found Avis to be on the high end of things. However this year that seems to have changed and I have found Avis to be the best deal several times. Most airport only have 5 or 6 of the national companies so it only takes me a few minutes online to see who is going to give me the best deal that day.

I agree some of the best deals are found at the off airport locations. But even off airport locations can be quirky. A couple years ago I needed to rent a full size SUV for 3 months. The airport location of Enterprise was over 500 dollars a month cheaper than their off airport location. Go figure.

The last time I was in Seattle, the cheapest weekly rental that I could locate was $567 for a midsized vehicle.

I took the light rail into the downtown area and rented a vehicle from Hertz for about $250 for the same period.

You can generally do the same thing in Park Ridge, IL (ORD) and Brookpark, OH (CLE).

The funny part is that generally, you can return the car to the airport location.
