How about carry on?

Actually carry on is a yes, as long as it's under 3.4 ounces or 100 ml.

TSA says 3.4 oz or less on most items. When we flew United a few years ago we had to put all aerosols in checked luggage. So it may depend on the airlines requirements also.

I flew to Vegas with small cans of Static Guard and Febreze in my checked bag. TSA confiscated the Static Guard and left the Febreze.

Aresols and gels part of 3-1-1 so you can carry it onto the plane. I wouldn't suggest that you do pack it away unless you really need it. I had a few gels and liquids in my carry on 3-1-1 bag the last trip I took mainly because I would not see my checked luggage again until later the day due to Disney World's Magical Express. I only took liquids and aresols that I needed that day like deodorant.

It must have been over the size limit then, as there is no restriction otherwise.

They were both the small travel size. I don't know. I just figured the workers at our small airport were bored.

I had a can explode some years ago and haven't tried to pack it since. I now pack non-aerosole in checked and have never had a problem.
